  1. Methods of physical revitalization strategy for heritage precinct (Elizabeth Vines, 1996):

i.        Determine the scope of any strategy to reduce any problems and confusion

ii.       Define the brief (what to be covered, tasks to be undertaken and outline the available sources of funds and budget)

iii.     Compilation of background material (base maps, aerial photographs, existing documentation, existing council policies)

iv.     Establish the cultural significance of the precinct (identify precinct elements and understand historical development)

v.      Early photographs (early photographs for ease of reference)

vi.     Community consultation (provoke discussion and promote a positive attitude)

vii.   Media coverage (inform local community and obtain community input and suggestions)

viii.  Local resources (identify local skilled people)

ix.     Identify relevant government programs (formal avenues of financial and legal assistance)

x.      Preparation of concept ideas and draft report (working document to allow alterations)

xi.     Final strategy and consultation (presented at a public forum before adopted by the council and community as a whole)

xii.   Implementation of strategy (in stages over several financial years)
